Rules and Constitution Report
Season 2024-5 was a season of reconciliation and development for HBL.
A new Chair and committee were in place to take the league forward.
Pre-season, the constitution was re-written and updated, together with the league Disciplinary Rules and Officials’ Code of Conduct.
There were occasions during the season when the rules were tested and were amended. This particularly applied to the way the league addressed disciplinary situations, with special reference to appeals.
A Special Situations Committee, and accompanying process, was also created to deal with decisions that fall outside of the ‘normal’ rules and processes.
All documents have been reviewed for the 2025-6 season, and we start this campaign in a much stronger position than last year.
From a constitutional and procedural perspective, HBL is in good shape, and we look forward to a competitive and enjoyable season for spectators, players, table officials, and referees.
